Common Council has been told there are safeguards in place to ensure quality is maintained in the construction of the long awaited water treatment plant on the east side.
Financial advisor Johanne Mullen of Pricewaterhouse Coopers says payment will be linked to performance meaning the city will only pay for what it wants and the work will have to be certified before any money changes hands.
City Manager Jeff Trail says any delay in approval would have been bad for taxpayers.
As for where the water treatment plant will be built, Water Commissioner Bill Edwards says it will be somewhere between Hickey Road and the Rez.
He also maintains there’s no privatisation of city water.
