Common Council discussing the draft operating budget of $151 million dollars for 2016, which featured cuts to the police and fire departments, city transit and an increase in rink rentals.
The draft operating budget did not include a tax rate increase, but included a cut of $270,000 dollars to the police department and $90,000 to the fire department.
Mayor Mel Norton says he could have supported the draft budget the way it is.
Councillor David Merrithew says council has done a great job on repairing and paving roads and should consider taking money out of that fund to avoid other cuts.
An open session meeting will be held next week to give council more time to discuss both the operating and capital budget.
