Councillor David Merrithew, who chairs the city’s Finance Committee, says a reserve fund is an idea whose time has come and it will be part of the proposed 2017 budget that comes up for approval Monday night at Common Council.
The city has a surplus of $2.9 million and Mayor Don Darling says a good portion of that he would like to see allocated to fund a growth plan.

City Manager Jeff Trail says it’s always a head scratcher to figure out how much money to allocate for snow removal when you have no idea what sort of winter you’re going to experience.
